Paducah Infrastructure Support Services (PAD ISS)

The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is seeking a Contractor to provide infrastructure support services at the DOE Paducah Site to include (but not limited to) surveillance, maintenance and repair and construction/replacement of facilities; janitorial services; grounds maintenance, snow removal, and pest control; roadway/parking lot maintenance; computer and telecommunications services, fleet management, real property management and document control; safeguards and security, environmental safety, health and quality program, training services; mail services; shipping and receiving; and other activities and support to DOE.

This procurement will be a total small business set aside.  The Government does not intend to acquire a commercial item or service using FAR Part 12.  The North American Industry Classification System (NAICS) code for this requirement is 561210, Facilities Support Services, with a size standard of $41.5 million.

Request for Controlled Unclassified Information

This website contains publicly releasable documents within the "Documents Library" tab that can be viewed or downloaded by parties interested in the Paducah Infrastructure Support Services (PAD Infrastructure) solicitation. 

Additionally, the "Documents Library" tab contains a list of documents that are considered Controlled Unclassified and are not available for public viewing on this website.

To obtain access to these Controlled Unclassified documents, an interested party must:

  • Submit a completed Non-Disclosure for Access to Department of Energy PAD Infrastructure Solicitation Controlled Unclassified Information Form 
  • Be authorized by the Government. Interested parties may submit an electronic version of this form via email to the attention of Travis Taggart, Contracting Officer, at: PAD_ISS@emcbc.doe.gov.

Foreign-owned interested parties must:

  • Submit a completed Non-Disclosure for Access to Department of Energy PAD Infrastructure Controlled Unclassified Information Form (Foreign-Owned Entities)
  • Return it to the attention of Travis Taggart, Contracting Officer, at: PAD_ISS@emcbc.doe.gov

The completed Non-Disclosure for Access to Department of Energy PAD Infrastructure Solicitation Controlled Unclassified Information Form will be reviewed by DOE, and a determination will be made whether to provide access to the Controlled Unclassified documents to the interested party. An explanation will be given to the interested party if the request is denied. The Non-Disclosure for Access to Department of Energy PAD Infrastructure Solicitation Controlled Unclassified Information Form shall be completed in its entirety and signed by an appropriate officer of the organization with authority to legally commit and bind the organization. The form can be downloaded from this webpage via the link above.

Each interested organization may be initially authorized up to two individuals who can access the Controlled Unclassified documents. However, DOE may grant access to additional personnel within the company on a case by case basis if there is a valid need to know. Access is limited to view only; these documents cannot be downloaded, saved, or printed.
