Portsmouth/Paducah Project Office (PPPO) Technical Support Services Procurement

The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is seeking a Technical Support Services (TSS) Contractor to provide technical and administrative support to assist the DOE with the oversight and management of: the clean-up activities, all phases of on-site contractor operations, including general construction activities and On-Site Waste Disposal Facility (OSWDF) site, geotechnical and design documents at the Portsmouth Gaseous Diffusion Plant (GDP)/site in Pike County, Ohio and the Paducah GDP/site in Paducah, Kentucky, services for OSMS located in Pike County, Ohio and Paducah, Kentucky, and the PPPO located in Lexington, Kentucky, various technical engineering support functions, information technology infrastructure and cyber security support, Safeguards and Security (S&S) oversight support, and general administrative support for all of the PPPO sites.

A Request for Information (RFI) notice has been issued publicly to Sam.gov for the Technical Support Services (TSS) Contract for the Portsmouth/Paducah Project Office (PPPO). Responses are due August 3, 2023. A copy of the RFI is also posted here for convenience.

7/10/2023 A Request for Information (RFI) will be issued publicly to solicit input, via capability statements, from interested parties with the specialized capabilities necessary to meet all of the major elements of scope and to further determine whether some or all of the work can be set-aside for small businesses and/or other small business socioeconomic categories for the upcoming competitive acquisition.

DOE was contemplating utilizing the National Nuclear Security Administration (NNSA) Technical, Engineering, and Programmatic Support Services (TEPS) III Blanket Purchase Agreement (BPA) as the contract vehicle for this procurement, however, due to the PPPO TSS broad scope requirements as well as contract type limitations under the TEPS III BPA, the DOE is conducting further market research to assess alternative potential procurement strategies.
