Portsmouth Decontamination & Decommissioning (D&D) Procurement
The U.S. Department of Energy (DOE) Office of Environmental Management (EM) is seeking a contractor for the potential contract award for the Portsmouth Decontamination & Decommissioning (D&D) Procurement including demolition and disposal of all D&D facilities, process equipment, related process buildings, and other ancillary D&D facilities. The Portsmouth D&D Project also includes construction of the on-site waste disposal facility and remediation of contaminated soils and groundwater.

5/26/2022 | To clarify, questions on the Ports D&D Final RFP are due no later than June 8, 2022. An Amendment to Section L.10 (h) is forthcoming to revise the timeframe questions are due from 7 days to 14 days. |

1/11/2022 | There is currently an IT issue to where DOE cannot access emails sent to the PortsDD@emcbc.doe.gov procurement mailbox. Until further notice, individuals shall submit all emails pertaining to the PORTS D&D procurement to all three of the following email addresses: the procurement mailbox (PortsDD@emcbc.doe.gov); the Contract Specialist (Erin.Kroger@emcbc.doe.gov); and the Contracting Officer (Travis.Marshall@emcbc.doe.gov). In light of this issue, DOE is extending the registration deadline for the forthcoming One-on-One Sessions. 1/4/2022 | The PORTS D&D Draft Request for Proposal (RFP) has been posted to the Draft RFP tab for review. Documents have been uploaded to the Pre-Solicitation Information/Site Tour/One-on-One Sessions tab, to include Pre-Solicitation Information slides and a Virtual Site Tour. Additionally, instructions and the registration form for the One-on-One Sessions have been uploaded; the One-on-One Sessions will be held on January 25 and (if needed) January 26, 2022. The Documents Library tab has been populated with information associated with the procurement. Additionally, instructions and a non-disclosure agreement have been added to the Request for Controlled Unclassified Information tab for parties interested in requesting access to Controlled Unclassified Information related to the procurement. 11/2/2021 | A synopsis was posted on SAM.gov to provide notice that within 15 to 45 days, the U.S. Department of Energy intends to issue a Draft Request for Proposal (RFP), 89303321REM000092, for the Portsmouth (PORTS) Decontamination and Decommissioning (D&D) procurement. DOE intends to post pre-solicitation information and a pre-recorded video site tour, but not conduct a virtual or in-person pre-solicitation conference. Additionally, DOE intends to conduct virtual one-on-one sessions. DOE anticipates posting the pre-solicitation information and pre-recorded video site tour approximately the same time as issuance of the Draft RFP, and conducting the one-on-one sessions approximately two or three weeks after issuance of the Draft RFP. |

The PORTS D&D procurement has associated informative documents that are considered Controlled Unclassified and are not available for public viewing on this website.
To obtain access to the Controlled Unclassified documents, an interested party must submit a completed Non-Disclosure Agreement Form for Access to Controlled Unclassified Information Portsmouth Decontamination and Decommissioning Solicitation Number 89303321REM000092 and be authorized by the Government. Interested parties may submit a completed form via email to the attention of LeAnn Brock, Contracting Officer, at PortsDD@emcbc.doe.gov. Comments or questions regarding this process can be directed to the above email address.
To obtain access to limited access files (for foreign owned companies), an interested party must submit a completed, Revised Non-Disclosure Agreement Form for Access to Controlled Unclassified Information Portsmouth Decontamination and Decommissioning Solicitation Number 89303321REM000092 and be authorized by the Government. Interested parties may submit a completed form via email to the attention of LeAnn Brock, Contracting Officer, at PortsDD@emcbc.doe.gov Comments or questions regarding this process can be directed to the above email address.
The completed Non-Disclosure Agreement Form will be reviewed by DOE, and a determination will be made whether to provide access to the Controlled Unclassified documents to the interested party. An explanation will be given to the interested party if the request is denied.
