Sole Source - Leah M. Joppy and Associates
NOTICE OF INTENT TO AWARD SOLE SOURCE
The U.S. Department of Energy (DOE), Environmental Management (EM) Consolidated Business Center (CBC), intends to award a contract to the Leah M. Joppy and Associates, a leadership training and executive coaching company, on a sole source basis. The services provided by Leah M. Joppy and Associates are in support of the EM Office of Field Operations.
The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 6.305(a) within 14 days of contract award. The DOE/EMCBC will procure a two-day, two session on-site Training Program, to include accommodations for 60 participants from Leah M. Joppy & Associates. Session One will a provide variety of teambuilding and collaboration exercises for the 60 contract management staff to include communication styles, collaborative techniques, and leadership and mentoring exercises. Session Two will be limited to nine members of the management staff and will focus on leadership strengths.
A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 5:00 PM (Eastern Time) on September 20, 2023, will be considered. All information (capability statement, proposal or quotation) submitted should support the firm’s abilities to provide the required services and shall be furnished at no cost or obligation to the Government.
